Planning authorities expect a flood risk assessment and a drainage strategy on most new-build schemes, and the application description often says so: attenuation, a pumping station, a new outfall, sustainable drainage. That is your scope, described in public, months before anyone asks for a price.
The problem is finding it. The same register is full of extensions, tree works and changes of use with no drainage in them, and descriptions are written by planning agents, not drainage engineers. Reading them all by hand is slow, and it is easy to miss the one that mattered.
